The duties, responsibilities and structure of organization of the Department of Social Development and Welfare had been specified under the Ministerial Regulation concerning Organising the Structure of the Department of Social Development and Welfare, Ministry of Social Development and Human Security B.E. 2545(2002).


The duties of the Department of Social Development and Welfare are concerning with the provision of social work and social welfare services for the disadvantaged, the poor, the destitute and persons facing social problems by helping them with problem solving and rendering further assistance in the forms of institutional care and referral of cases to other involved agencies. Services also include support given to local communities and local authorities to enable them to render welfare services to the target groups who encounter social problems so that they can lead their life and become self-reliant while maintaining human dignity.


The responsibilities are to:
1. Develop forms and methods to provide social welfare and social work for each target group in line with the standard that has been set;
2. Give support to social welfare service providers and local administrative organizations on technical matters, technology, IT, advice, recommendation, follow-up and evaluation of performances with regard to social development and welfare;
3. Render services relating to social welfare, counseling, assistance for persons facing social problems and the target groups focusing on those who have social problems in particular and referral of cases to other involved agencies;
4. Promote and maintain collaboration for the work as carried out by social welfare service providing networks of each target group and each area;
5. Organize and promote the organizing of activities under special projects, the Royal Initiative Projects and activities implemented according to the international agreements and commitments;
6. Perform other tasks as designated by law to be the responsibility of the Department or the tasks assigned by the Cabinet.
